Gov. Jay Nixon is studying legislation expanding Missouri's "move over" law to include stopped Transportation Department vehicles with flashing amber or white lights. Texas Move Over Law
In the event you are passing an emergency vehicle that is already on the side of the road, a 2003 Texas law known as the Move Over Law requires you move over or slow down as you pass the emergency vehicle. As of 2010, 43 states have passed similar laws.
