    A trooper stopped David Crane Pemberton, 59, of Mount Vernon, Washington at about 1:30 after he didn’t move over when he came upon a Toll Road maintenance vehicle on the side of the road. The trooper called for a K-9 unit when he became suspicious of Pemberton. The dog, Sabre, detected drugs and an ensuing search revealed 87 pounds of pot and more than two pounds of marijuana wax, which is a concentrated form of the drug.
