IOWA STATE PATROL TAKES DISCIPLINARY ACTION AGAINST TROOPER
After an internal investigation, the Iowa Department of Public Safety has taken disciplinary action against Iowa State Patrol Trooper Mark Domino. Domino was involved in the Feb. 16 incident involving William Filippo Jr., 30, of Cedar Falls, near Charles City on Highway 218.
According to information presented in court, Domino’s blood alcohol level was .037 at the time of the incident. “There was a violation of department policy,” said Commissioner Eugene T. Meyer. “As such, the Department of Public Safety has taken an appropriate disciplinary action against Trooper Domino.”
Specific findings of the investigation and details pertaining to the disciplinary action are not being made public, pursuant to Iowa Code relating to personnel matters. Lt. William Hon, Commander of Post 8 in Mason City where Domino is assigned, confirmed today that Domino is still employed by the patrol, but would not elaborate on the discipline.
Authorities said Filippo tried to run over Domino two miles south of Charles City after Domino attempted to stop Filippo for erratic driving.
Authorities said Domino intentionally rammed Filippo's Dodge Durango in order to stop the him. Domino then fired four shots at the vehicle after Filippo allegedly tried to strike him with the Durango. One shot hit Filippo in the head.
According to court documents, Filippo's blood and urine samples indicated he had a blood-alcohol level of .207 and cocaine and TCH in his system when the incident occurred. Filippo was initially charged with attempted murder, but the charge was later changed to assault with a weapon on a police officer. He was found guilty on Aug. 31 in Floyd County District Court.
