Maryland State Police charged a Baltimore County man in connection with the fatal hit and run on the inner loop of the Baltimore Beltway early Sunday morning. The driver is identified as Matthew J. Tracy, 24, of Towson. Police said Tracy is charged with one count each of leaving the scene of a property damage crash and leaving the scene of a fatal crash.

Investigators said Tailey M. Subah, 24, of Philadelphia, Pa., was struck about 3:30 a.m. Sunday on the inner loop of I-695 between Dulaney Valley Road and Providence Road as he attempted to fix a flat tire on the vehicle he was driving. The vehicle that struck him did not stop.

Witnesses were able to describe the vehicle used in the hit and run. Tracy turned himself in Sunday afternoon and police were able to match damage to his vehicle to evidence found at the scene.
