WINTERS CA OFFICER DRAGGED DURING TRAFFIC STOP

Foot patrol officer attempted to speak to driver of a vehicle, who then attempted to flee.  Officer, with hand on car, became stuck and was dragged, suffering serious leg and other injuries.  Driver turned himself in the next day.
